David A. Boone, Chair / audit committee
David A. Boone, BSPO, MPH, PhD is Orthocare Innovations’ Chief Executive Officer and Co-Founder. Since 1984, Dr. Boone has focused his career on rehabilitation research, biomechanics, and prosthetic orthotic design. Dr. Boone trained as a clinical prosthetist orthotist, earning Bachelor’s degrees from the University of Washington School of Medicine and Master’s degree in Health Economics from the Washington School of Public Health and Community Medicine, and finally his PhD in Biomechanics from The Hong Kong Polytechnic University.
Working first as a research prosthetist at the Roehampton Bioengineering Centre of University College London in England, David was part of the team that developed and commercialized one of the first CAD/CAM suites for mobility aids. With Dr. Ernest Burgess, he was part of the development team that developed the Seattle Limb System and ShapeMaker CAD systems for the US Department of Veterans Affairs.
From 1988 to 1995 David was instrumental in establishing a US State Department supported clinical R&D center in Hanoi that continues today under the Vietnam Ministry of Labour, Invalids and Social Affairs. From 1997 to 2005 he was part of the group that established the first University degree program in prosthetics and orthotics at The Hong Kong Polytechnic University. He was eventually promoted to the rank of Associate Professor and Clinical Associate Professor at the University of Washington in Seattle.
Dr. Boone has co-authored 40 Journal articles in peer-reviewed publications and is an inventor on 13 issued patents. Dr. Boone led teams that have won three R&D 100 national engineering awards as well as Gold and Bronze Edison Awards and a Silver Medical Design Excellence Award. Dr. Boone has been Principal Investigator or Co-PI on more than 20 research grants totaling more than US$17,000,000 in funding.
Dan Blocka, Secretary / Finance Committee / Education Committee
Dan Blocka has more than thirty years of experience as a teacher and clinical practitioner in the field of Prosthetics and Orthotics and is a past President of the International Society for Prosthetics and Orthotics (ISPO).
He is the past Coordinator of the George Brown College Prosthetic and Orthotic Programs in Toronto, Canada and continues to teach in a part-time capacity.
He is also the founder and President of Boundless Bracing Inc., a clinical service provider of assistive devices in the Toronto area. Dan is Vice-President of Orthotics Prosthetics Canada.
Kokoro Motegi, Audit Committee [c] / Nominations Committee
Kokoro Motegi is Director and Chief of Staff to the General Counsel of SoftBank Investment Advisers in San Carlos, California. Ms. Motegi has more than 13 years of international legal experience. Prior to joining SoftBank, Ms. Motegi was an associate in the Tokyo office of Morrison & Foerster LLP, where her practice focused on cross border M&A transactions representing multinational corporations.
Prior to Morrison & Foerster, Ms. Motegi practiced in the San Francisco and Tokyo offices of Shearman & Sterling LLP where she represented multinational corporations and financial institutions on M&A transactions, investigations and litigation, as well as in general corporate matters.
Prior to embarking on her legal career, Ms. Motegi work for the Nippon Foundation in Tokyo as a senior program manager in the International Department for 5 years. Ms. Motegi received her LL.B from Keio University in Tokyo and her LL.M from Harvard Law School. Ms. Motegi is admitted to the bar in both New York and California.
STEVEN GARD, Education committee / Research committee
Steven Gard, Ph.D., is the Executive Director of the Northwestern University Prosthetics-Orthotics Center; an Associate Professor of the Department of Physical Medicine & Rehabilitation, Feinberg School of Medicine; and a Research Health Scientist with the Jesse Brown VA Medical Center, Department of Veterans Affairs. His research is concerned with the functional biomechanics of human movement, particularly gait, with emphasis on the evaluation and development of prosthetic and orthotic technologies. Dr. Gard has been involved in research studies of non-disabled and persons with disabilities for over 25 years and has published many articles and made numerous presentations on these topics. He is currently Editor-in-Chief for the Journal of Prosthetics and Orthotics.
Elaine Boyd, FCCA, finance committee, audit committee, nominations committee
Elaine Boyd FCCA is the Director of Audit Quality and Appointments at Audit Scotland where she heads the organisation’s quality assurance team, driving and upholding standards for the auditors of around £57 billion of annual spending. Over the last 5 years Elaine has developed and implemented a quality framework that covers all audit work and providers, this includes 6 delegated private firms and Audit Scotland. She is responsible for managing the appointment of auditors in the public sector in Scotland. Elaine also has extensive experience in public sector external audit working in Audit Services for 15 years delivering audits in Local and Central government and the NHS. Elaine is an active member of the Leadership Group and Disability Confident working group.
Previously in the NHS, Elaine gained direct experience of managing public services during her employment as a hospital finance manager and financial accountant.
Elaine is a qualified accountant and a member of the Association of Chartered Certified Accountants. She is currently Chair of the ACCA Scotland committee. Recently Elaine has joined the Financial Reporting Council stakeholder involvement group representing external public sector audit.
Listed in the Shaw Trust Disability Power 100, Elaine is a passionate advocate for equality, diversity and inclusion. She is an active supporter of charity work for Cerebral Palsy Scotland, Riding for the Disabled and Disability Snowsports UK. In 2018 Elaine was awarded a Flying Scholarship for the Disabled. Elaine wears an AFO orthotic due to cerebral palsy and has direct experience in understanding orthotics can improve quality of life and participation in activities.
Sheila Kleyn, finance committee [c], audit committee
Sheila is an accountant with more than thirty years’ experience, fourteen of which were in private practice in South Africa, focusing on small to medium sized businesses, trusts, and foundations.
Relocation to the UK 19 years ago was the catalyst for a change in direction to the UK charity sector, primarily international development. Here the focus of Sheila’s work has been on all aspects of finance and cross-functional administration, both as Finance Director and consultant, with governance and risk management an increasing aspect of the roles undertaken. In both South Africa and the UK, trustee roles and acting as chair of the finance committee for several organisations has contributed to Sheila’s experience in not-for-profit governance.
Working with program and partnership teams has afforded Sheila the opportunity to contribute to projects in Africa (Zimbabwe, Rwanda, Tanzania, and Ethiopia), Asia (India, Bangladesh, Pakistan, and Malaysia) and Europe (Poland, Ukraine, and Moldova).
Since 2004 Sheila has, in addition to her private consultancy work, been associated with Humentum, (formerly Mango – Management Accounting for Non- Government Organisations), as both associate and online course facilitator.
Paul Fleming, Education Committee / Research Committee
Paul Fleming specialises in professional health practice, health promotion and health education effectiveness. He is currently ongoing Academic Advisor to the Vice Chancellor of the University of Papua New Guinea and is a former Vice-Chancellor of this institution.
Paul was the former Head of Professional Practice in Health Sciences, University of Southampton, was Pro Vice-Chancellor at the University of Canterbury, Christchurch, New Zealand and Professor of Health Promotion & Population Health at Ulster University.
Brian Wall, Research committee
Brian Wall is a semi-retired senior manager and trained Medical Scientist with FIMLS, PhD and Masters in Community Health and more than twenty-five years’ experience managing health programme design, implementation, performance measurement, research and strategic leadership in not-for-profits, donors, UN agencies and NGOs, in humanitarian and development settings.
